Two or three weeks with the system off is defensible. Fog season is the caveat.

Why does the answer change in December?
The answer changes because the moisture load changes, not because the mechanism does. Humidity reaches an empty Dubai home by leaking through gaps, seals and door frames, and that continues whether or not the air conditioning is running.
What differs between August and December is how much moisture is outside to leak in. Outdoor dew points fall substantially over a Dubai winter, and the load on an empty home falls with them. Two or three weeks with the system off is therefore defensible over a winter break in a way it never is in summer.
What is the caveat for a Dubai winter?
Dubai's fog season runs from December to February, and humidity spikes around dawn during it. Lower risk is not the same as no risk, and a home left completely unconditioned through a fog-season fortnight will see those spikes without anything removing the moisture afterwards.
Where an air conditioning system offers a dry mode, it remains the safer setting even in winter, and it costs little to run when the outside air is already dry.
Does the departure checklist change in winter?
No. Opening every internal door, leaving wardrobe doors ajar and removing anything damp all work by letting air reach cold surfaces, and that is true in any month. None of it depends on the season or on the air conditioning setting.
